Rural Development The Housing Authority has developed eight housing units in Brownsville, and purchased and rehabilitated eight housing units in Scio with low-interest loans from the Rural Rental Housing Program (formerly FmHA). The Rural Rental Housing Program subsidizes the rents through the Rental Assistance program. The Housing Authority owns these units, and rents them to lower income families and the elderly for 30% of their adjusted income.
