Special Needs Housing The Linn-Benton Housing Authority owns and manages housing for persons with special needs. To learn more about these properties, Springer House With the Linn County Mental Health Department, the Housing Authority owns a 5-bedroom house, Springer House, that provides a supervised group home for up to five chronically mentally ill persons. Burkhart Street The Housing Authority also owns and manages an 8-unit complex, known as Burkhart, which provides housing for semi-independent mentally ill persons, for whom services and supervision are provided by the Linn County Mental Health Department. Built in 1998 and located in East Albany, 1&½ blocks from Pacific Blvd., near Eleanor Park. Cottage Creek is designed to serve elderly and disabled individuals only and features 12 studio apartments and 3 two-bedroom cottages. Each unit has a private patio or deck over-looking picturesque Periwinkle Creek. Cottages are equipped with washer/dryer hookups and the second bedroom is an upstairs loft. Eight of the studio units are located on the ground floor and are handicapped-adaptable. Each floor (4 units) shares a coin-operated washer and dryer and a common living/dining room for relaxation and conversation.
